UPDATE: As of 6:30 a.m. Tuesday, 13 people in Oxford were still without power, which equivalates to .25 percent.
Statewide, there were 22,898 CL&P customers, or 1 percent, were still without power, CL&P reported.
CL&P is reporting that by Thursday morning, all of its Connecticut customers should have power back.
