Local Woman Filed Complaint in 2009 Against Man Charged in Mall Exposure

A Naugatuck woman filed a complaint against Alan Stuart Hickey in 2009.

A Connecticut man who was arrested last week after police said is suspected of performing the same lewd act in front of a Naugatuck child two years ago.

A borough woman filed a complaint with Naugatuck Police against 50-year-old Alan Stuart Hickey on Dec. 6, 2009, stating that Hickey pulled along side her on I-84 at 12:19 p.m. that day and remained in her blind spot for two miles, even following her as she turned onto Route 8 south. The woman slowed down to about 45 mph but the man continued to stay in her blind spot before finally driving off in a gray BMW with a license plate number that police later found registered to Hickey.

A few minutes later, the 6-year-old girl, who was sitting in a booster seat in the rear passenger side, told her mother, “Mom, I was waving at that man and he had something in his hand, I think a hot dog.” The woman asked the girl what she meant and she remained quiet.

Later that day, the mother overheard the girl telling her older brother that the man pulled down his pants and was “holding his pee-pee with his other hand.” That is when the woman called police.

Naugatuck officers ran the plate number and found it belonged to Hickey, a divorced, unemployed truck driver who, at the time, had an address at Burnside Avenue in Waterbury. The report states Naugatuck police asked a Waterbury police officer to go to the address, but Waterbury police said they were unable to locate Hickey. No further action was taken at the time, according to the report. 

Now, the Naugatuck woman has brought Hickey’s arrest to the attention of the Naugatuck Police Department. Borough officers are looking into the case and may try to charge Hickey with the 2009 crime in Naugatuck.

Naugatuck Lt. Todd Brouilette, head of the detective bureau at the NPD, said at this point police don’t know what the charges would be or what the statute of limitations would be on this type of crime.

“We talked to Farmington police, and we believe this is the same guy, but we are going to have to prove it,” he said.

He said Naugatuck police have every intention of pursuing the case to the extent that the law allows.

Hickey was arrested on June 13 at Mohegan Sun Casino after his face was plastered in the news because police said he exposed himself to a 6-year-old girl in the Westfarms mall in Farmington three days earlier. Several people called police to say they identified the man as Hickey, who had never been arrested before, according to state police records. 

He was charged with risk of injury to a minor, third-degree sexual assault, and public indecency. Police said at the time that they believe there have been other victims in the case.

He is being held on a $350,000 court set bond and his case has been continued to June 25. He has not yet entered a plea.

According to police, a friend told Hickey he was wanted by police, so he cut his hair and shaved his facial hair in an attempt to conceal his identity, according to a report on Windsor Patch.

Windsor Patch said police executed search warrants on Hickey’s residence and vehicle, and recovered several items of evidence.

The Naugatuck woman, who contacted Naugatuck Patch on condition of anonymity after learning of Hickey's arrest, said she couldn't believe it when she read about Hickey's arrest last week. 

"It made me sick," she said. "Clearly, this was not an isolated incident and there were probably many other victims."

This article seems to be nothing more than an anonymous and free infomercial for Staples.Read More "J" posted this same spam "article" on Patch sites in many towns, just changing the name of the town to match the Patch site. That seems to be the spirit of Staples, free-loading in every way they can. Even this "teacher program" has nothing to do with eliminating the need for teachers to spend their own money on school supplies --it is simply a way for that retailer to take advantage of the situation by attracting the lucrative teacher market. Staples should change their name to MADE IN CHINA OFFICE SUPPLIES, as virtually nothing they sell is manufactured in our country.
